Minecraft server unable to bind to port

I recently got an advanced level Windows 10 VM to host a Minecraft server for my mates and I but when I try to start the server it always fails to bind to port 25565 (default Minecraft server port) or any other port. I have my public IP as the server IP which from what I read is what I should have done but it doesn’t work. Is there something I’m doing wrong and is there any fix?

You’ll need to open the port via Windows Firewall as well to get this going. Give that a shot and let us know if it works!

Didn’t fix the issue. Oddly if I assign the public IP to a Linux VM it works without issue, but the Linux VMs I have access to are about 3x the price as the windows one with little to no gain in the server performance so I don’t want to have to use them.
